no MP costs for artillery facing change

Apparently, artillery pays 2 MP for its facing change.

There is one exception : I play in hotseat the scenario "Chotusitz is burning".
During the artillery phase in turn 1, I don't use the two austrian artillery units.
Later, during the turn 1, I change their facing.
These two artillery units don't expend any MP when rotating.

Is it not a bug ?

Both batteries are deployed on roads... which shouldn't matter, because only limbered arty should get the free facing change, but it currently affects unlimbered guns as well.
