Mandalay Supply

Does Rangoon generates its own fuel and supply.
The Japanese have not yet arrived to cut off Rangoon from Mandalay. I want to make a stand near Mandalay but Rangoon supply is at 15000 and Mandalay has dropped to 4000. How do I set up Mandalay as a "supply reserve"?
