question regarding Database change

tried to change device 197 (Ohka 11); when i try to save the changes to the database, i get the message

"Official Matrix game slots 1 through 25 are reserved. Please save to a slot higher than 25."

It has been said that you can change the database of an ongoing game (like Scenario 1 in this case);
What am i doing wrong?

My game is a scenario 1 game; so to get the Ohka working in my ongoing game, i need to change the database of scenario 1. How do i do it? or better, what am i doing wrong?

The error message should say it all, you can't save your file to slot 1 as it is protected and you're playing scenario 1, so you won't be able to make the changes.
