Depots inside Ports

Hi !

Seems a flaw in EIA-rule intrepetation Depots into ports.
Acording to manual you can only place the depot inside the port if its besieged(and following sea-supply rule).

But as of EIA, the depot can be placed inside when there are enemy forces outside, and the city is garrisoned.

Following flaws affect the games i play in.
Enemy besieger can in his turn just lift the siege(depot jumps out into area), and then just re-besiege.
This is what i would call a Game bug. Depots should not jump out till its the owners turn(the check if enemy presence in the area should only happen during own land phase) In this scenario, the depot jumped out into area with the besieger, I was not able to put back into the port(not by destroying it and trying to place it into the port, nor by trying to move it), in my following land phase.

Another flaw, if not besieged and having corps as part of the port-city-garrison, enemy can just move into the province, hereby force a forage roll from the garrison-corps, who should be able to get port-depot supply.

Marshall, i hope you can fix this, since it can be abused, and not a good solution.
