Well after a lot of rounds and checking now the Sovjet side out I'm quite sure that my original assumption is correct - the game can for some reason fall into a "No Sea Battles" loop - as I orginally hinted at in this thread:

Never in my entire Barbarossa Campaign since the 9th of May 1941 until the 9th of January 1942 turn has there been a single round of sea battles between the Axis and Sovjets fleets in the Baltic. Even after capping Lennigrad, the last Port of the Sovjets in the Baltic in August of 1941, there hasn't been a single round of Sea Battles combat either. Not one - not a single one. And since then the Sovjet Baltic fleets have been hanging around at sea in the Baltic since then. (See attached screenshoot of the STILL existing Sovjet fleets in the Baltic in January 1942) In this entire time I've always had either a quite large German and/or Italian fleets as a "Regular Fleet" in the Baltic. The German Fleets always had at least one Aircraft carrier with them as well as Subs, Patrol Groups and Battle groups.
That's 32 rounds of 2 opposing very large fleets NEVER finding each other. The sheer probability of these fleets ALWAYS not finding each other by sheer chance/luck of the die is next to zero with the calculation accuracy used here.
In addition I do manage to find the fleets with TAC-air (!!!) And also the special round attacks by German Aircraft carriers (the ones where a seperate report Screen comes up) sometimes find the fleets. This happend like 2-3 times in this whole time-frame. i.e. a German Aircraft carrier can perform it's special attack on one enemy ship-group - but that's all. But after that screen report, again the "No Sea Battles" screen.
At the moment I'm just ignoring these fleets since they can't do anything significant anyway besides just hang there.
I suspect this situation in my game may have something to do with the fact that in April of 1941 it all started with the game saying "No Sea Battles" - this message is repeated now EVERY turn without exception. I had no sea battles in April of 1941 because the Axis side was for 2 rounds at war with NO ONE. I destroyed the Allied coalition in my game in the second April 1941 turn. So (in theory) the Axis side was at Peace for two rounds...and since then the game is somehow in a repeating "No Sea Battles" loop.
Is maybe some kind of flag not reset or something like this for the change from having no sea battles to checking again? I dunno - it's a strange situation and hard to get a grip on.
