Some questions about cossacks:

Are cossack cavalry equal to Light Cavalry in all ways (outside that they can receive irregular tactics)?

Can cossack cavalry benefit from cavalry upgrades?

Are cossack infantry equal to regular infantry (ie. do they get the benefit of all the infantry upgrades)?

Yes.
Are cossack infantry equal to regular infantry (ie. do they get the benefit of all the infantry upgrades)?
Cossack infantry are bit more like light infantry. They have more mobility. Also they have shorter fire range (2 hexes). But they do get all infantry upgrades and in my experience fare quit well in battle. You can safely place them in to main battle line. They also tend to accumulate experience bit faster than other units because they get just half forage losses compared to regular units.
