Skirmisher Tactics/Doctrine Upgrade

This sequel to the award-winning Crown of Glory takes Napoleonic Grand Strategy to a whole new level. Skirmisher Tactics/Doctrine Upgrade

Playing the french in 1796, this upgrade does not appear to be working......my infantry still have a big fat 0% chance of skirmishing.

I have doctrine, then I get tactics.....I can build lt. inf......what am I missing?
