Yeah I see. You cant inavde them or quell rebelion by force.
Lowering taxes and building atractions help.

You mean when a colony decides they don't want to pay taxes and may possibly split off? Until they actually decide to split off, you need to manage this through "soft" methods to try to make them happier. If they actually revolt and leave your empire though, it's always handy to have a troop transport and a few ships nearby. [;)]
