Building Factories

Gary Grigsby’s World at War is back with a whole new set of features. World at War: A World Divided still gives complete control over the production, research and military strategy for your side, but in this new updated version you’ll also be able to bring spies into the mix as well as neutral country diplomacy, variable political events and much more. Perhaps the largest item is the ability to play a special Soviet vs. Allies scenario that occurs after the end of World War II.

Building Factories

I've read the manual on this, but it's still vague to me. I'm thinking you can build and produce as many factory points as big as the countries' res pool.

In game a I played; I built a factory in Spain giving it 3/3, because it has 3 resources. Res pool 6. I wondered, and built one in hungry, giving it 2/2 even though it has only 1 resource, it's res pool was 3. So I can have a number of factories up to the countries res pool, yes?

There's no limit on how many factories you can build ... resources can get shipped from anywhere you have a transportation link, so the number of resources in the factory region doesn't matter. But factories are expensive and take a long time to build, so there aren't many situations where it's cost effective to build new ones.
