Racial advantages disapear: Bug or "feature"?

My "native" race is human, but I found derilict colony ships of some fish like species (forgot their name, sorry). This enabled me to colonize ocean worlds, BUT now enough humans have migrated to these worlds to outnumber the fish race. Now I can no longer colonize oceanic worlds, supposidly because the ocean planets that I do have count as "human". Is this a bug? If not, its a silly feature: The race ability should not disapear just because the race is not "dominant" on a given world...

Doesn't sound like a bug but perhaps an unintended side-affect since as you pointed out, you need a certain percentage of that race to keep their benefits. Personally that has never happened to me so it may just be a bit of bad luck. Regardless, it still seems like something like that shouldn't happen.

To me it sounds like if you found a ship and could colonize ocean worlds after that, you're empire should have assimilated the technology to do so. Too bad it most likely doesn't work that way. It goes against logic though that it doesn't, kinda sad. Then again I guess that also depends on the logic you follow when you make that choice. Since not then maybe the fish people in your Empire are the only ones living in the water and all the humans are stuck on a little tiny island..lol.
