how is time tracked?

Ticks in days. Timer reads: Year/Month/Day
Wish list:population centers beyond planetary(http://en.wikipedia.org/wiki/The_Culture):Ships,Ring Orbitals,Sphere Orbitals,Ringworlds,Sphereworlds;ability to create & destroy planets,population centers,stars;AI competently using all advances & features.

thanks.. even the origonal star trek had dates, stardate blah blah blah.. I just read a post about some measure of time it takes to accomplish a certain task, which I thought odd as the speed is not constant, they must have ment time at normal speed...
