Base Design Bug?

Base Design Bug?

I'm not sure if I am misreading what the torpedo does or this design is just nuts. Why would the AI design a space port with a bombardment weapon?

I think that I read that it is a bug to be fixed.
Maybe the base could be ready to bombard its planet if the planet is captured. heh.
Wish list:population centers beyond planetary(http://en.wikipedia.org/wiki/The_Culture):Ships,Ring Orbitals,Sphere Orbitals,Ringworlds,Sphereworlds;ability to create & destroy planets,population centers,stars;AI competently using all advances & features.

Bug/AI, the AI thinks it's better than the torp just  lower the tech tree... [:D]

just imagine - the enemy shoots down this station and all the nuclear waste falling from orbit will make the planet sooo useless. :)
