how do i get the default set up to work properly?????

as france i finished setting up and i get a message telling me to finish setting up or remove unit

Tom, it might be because you have placed a leader, but not assigned him to a unit, but I am not entirely sure.

"Unattached leader" and "placed empty corps" are two reachable ways to have a bad setup.  It shouldn't be the case with a default setup unless you've overwritten it (which was possible to do once upon a time; haven't checked lately).

You may have a unit that has no troops OR factors left to place.
It should zoom to and highlight the unit in question.
