Do my ships refuel at other empire bases?

Do my ships refuel at other empire bases?

Title says it all. Will my ships refuel at another empire's bases? So, if I discover an empire a large distance from mine, without researching the appropriate techs, will my citizens be able to leap-frog their way between refueling stops to trade at the distant empire?

I have had ships refueling at other empires bases/planets, but I don't know if the freighters would take this possibility into account when deciding where to trade.
