[Req] Ship Builder Galaxy Wide

Option to create x amount of any type ship galaxy wide and possibly pre-set them to a new fleet. This becomes usefull once you have a large planet count.

One thing that I'd like to see in the long run is that we make some of the things that are currently available through the "suggestions" available to players as manual orders as well. This falls into that category.
