An annoying AI problem

An annoying AI problem

This happens often with Tobruk, but also other ports: AI controls the port (has a garrison there), all surrounding hexes are controlled by the enemy, but they ARE EMPTY. AI sends units to this port turn after turn, spending often all production on it, but the units do not unload, because there are no friendly empty hexes. It'd be great to have a solution to this, 3 come to mind.

1. Teach AI to do what a player would do - move the garrison unit, capturing surrounding hexes and then unload the units (best solution).
2. Have AI check if there is place to unload BEFORE sending the units.
3. Allow AI to land units even on enemy controlled hexes.

I have no problem with 1, or 2, but would be really disappointed if there were any more "cheats" introduced for the AI.  This path, which I know is not your choice, leads to very poor gaming, and is a lazy way to make a serviceable AI.  The AI needs to play "by the rules".

Yes, 3 is the worst choice, but still better than the current situation, which can actually kill a game... Anyhow, this really should be fixed for SOP, I assume there it would be a much bigger problem than in the European theatre.
