Pulses Per Month

The is a line in the const file where you can set the number of pulses per month. I adjusted some values on this line, but there was no in-game effect. For example I set 2,2,3,3,4,4,4,4,3,3,3,3 (jan, feb, ect...).

Are you creating a whole new scenario or just modding consts.csv?

If you are building a new scenario don't forget to point misc.csv to it, this has tripped me up more than once.
