Close Range Penetration & Interception

For some unexplained reason, technologies upgrading penetration and interception of weapons simply do not work on the close range portion of these weapons. Even technologies specifically increasing "close range penetration" do not do so at all. Well, at least not according to all the information screens. According to the documentation patch 1.1 fixed this bug. However, patch 1.1 is no longer available anywhere. 1.41 should include the changes in 1.1 yet it seems not to include this one.

I have tried fixing the problem by manually creating new techtrees for each race, fixing the CR upgrade by simply adding the correct values to each weapon. Yet this leaves two glaring errors. First, the required technologies for the upgrades are not researched yet the upgrades are already present when starting off a game on lower tech eras. Second, the Grugnuth-Hart missile would have a CR interception of 107 after taking technology into account, yet this is impossible to input into the editor. (so I've made it 100/40/0 instead of the 107/33/0 it should have.).
