What does the red dot on the strength icon indicate?

I believe it means that the unit step was replaced by auto refit.

Oh, by the way, the germans units will have a cross[:)]

Its a replacement that comes through when a unit does not do an action and is not next to an enemy zoc, there is % chance depending on country, type of unit and HQ for a step to be replaced that does not come out of the standard replacement pool that you as a commander deploy or from the replacement steps that units can have(effectively its given out as an extra). But the maximum any one unit can receive is the same as the number of steps a unit has so if one of these replacements is lost in combat it can't be replaced the same way again you have to use a replacement from the pool deployed by you as CiC.
