Custom Race?

Just wondering if one can create a customized race ala Gal Civ II?

That depends on your level of comfort. You can use any of the pre-existing races and change up their government, or you can mod the existing races like many have in the mod section.

However there are no parameters to change ala GalCiv.

Are you sure you're talking about Armada 2526? There are no governments in the game. As for parameters, you can customize races by editing the xml files (Factions.xml, Races.xml). There are quite a few parameters, check out the Ntronium forums, the modding section, namely:
