Units don't appear for a nationality

Units don't appear for a nationality

If you create a scenario and the units of a particular nation don't show up on the map or in the reinforcements:

There is a nationality/side check to ensure that units haven't swapped sides for some reason.

All national home bases should be defined for any units of that nation, even if the base is outside the scope of the playing area.

There are several sanity checks scattered about to ensure the unit is on the correct side based on there nationality/home base.

If the base is not to be use for the scenario, just set the base's delay to 9999. It just needs to be defined so that code knows whose side that particular nation is on.
