does area damage get repaired?

Yes!
I do not know the exact rates, but it does get repaired.
 
If you look with the urban area circles on, you see the damage of the cities (Black=burned out, yellow(=heavy damaged) to green (light damage)).
Here you will notice the repair during the time.

Yes, they get repared; but at very low rate (0.5 DP/day), so a 80% damaged zone would take 160 days to be repared. OTOH, I don't know if my educated guess of urban zones being weaker-armored than military can be proved.
