Noob Question: River hexes.

Norm Koger's The Operational Art of War III is the next game in the award-winning Operational Art of War game series. Noob Question: River hexes.

Games that have rivers that run through hexes instead of hex-sides can be confusing to a noob.

In TOAW, does the defender get a terrain advantage from defending IN the River Hex?

Or, is the defender only benefitted when the Attacker is in the River hex and attacking FROM the River hex?

I don't see this explained in the manual.

I have often wondered the same thing. All I know is that the attacker FROM the river hex attacks at only %70 strength.
