You can find a large number of user made scenarios at either wargamer.com or theblitz.org

The scenarios are usually packaged as zip files and can be unzipped into the appropriate game folder. If you download an East Front scenario, it goes into the root of the East Front game

...\John Tillers Campaign Series\East Front\

It is recommended to add one custom made scenario at a time and then launch the game to see if the new user scenario works.
