Go to empty hex.

click left mouse button.

add unit command
at left of screen should appear a list of available unit #.
if not, then all unit # are in use....and no more can be created.

after the unit EXISTS...
then fill up via rail tran....if you have enough remaining unused rail AND the new unit is on an operable rail line.

another way to add components(regiments?) to a combat unit(Corps?), is to use the Transfer command...if a nearby unit that has NOT yet moved this turn AND contains a component regiment with readiness > 50.

Hope the above helps.

Be carefull with stacking limits. In the current version I think:
infantry korps have 4
soviet army 5
panzerkorps, tank and shock army 10

stacking points.

Infantry(Rifle), cavalry and motor divisions are worth 1
panzer div, panzergardiner div, panzer brigade, tank korps and mecanized korps are worth 3
All other independent sub units are worth 0 points

If you go over this limits drastically your unit will suffer, or be completely useless. Some use 7 stacking point soviet armies and maybe 11-12 stacking point amored units but not much more.

I prefer:
panzer korps: 3 panzer div, 1 motor (after 43 cavalry if I have) 3 panzer bn's and 1 artillery (or 2 panzer bn and 2 artillery)

Infantry korps: 4 infantry division, 1 artillery, 1 jpz or stug (you don't have enough to make all like this, but this is the idea, you can throw in some more jpz's if you except some strong soviet armor visits) . I advice never ever to put panzer division in a infantry korps, you have enough panzer korpses to put them into (unlike soviets) and a panzer division in an infantry korps is waste of striking power.

Shock army: 2 tank korps, 4 infantry division, 2 artillery (I use them to defend key points, and the supply line's of the tank armies)
Tank army: 3 mechanized korps (as long you have enough), 1 cavalry div, 2 tank bn's (as long you have enough), 2 artillery

Soviet army: 6 rifle div, 1 artillery (+one heavy tank bn when there is danger of pz attack, or 1 tank div, 3 rifle div , 1 artillery (this is the better one but you don't have enough tank korps to use all armies like this, you can put 3 more tank bn's it to surprise fascist panzers if needed).

This is my advise:) You have to know though that this beefed up units suffer heavier from air attacks!
