Cleared skip settings in back up files

Hi Marshall
can you make a small change to the backup procedure, that when a back up is made and sent out, then all the skip settings are cleared. Presently there is no way for the host to clear skip settings.

In a game we have, our French player is unwilling to skip his naval and reinforcement phases, even though he has been completely blockaded for months, because he is concerned that if GB would DOW on Spain, he would be unable to respond or threaten GB because he was skipping. If the French player could ask for a back up with the skip options cleared, he woud not have to worry about this and skip his naval phase. Same would apply in the situation where a nation ends up at war through a call to allies.

Just a thought, as the feedback from the guys who actually finished a game said that the ability for the host to change skip options was one of the things they thought was needed.
