Tooltips not functional

None of the tooltips in the game seem to be functioning. The only modification I have applied to the game is editing the config file to set a widescreen resolution, everything else is left as default. Running the game with no modifications results in the same problem. The computer does have two monitors, but the problem still occurs when one is disabled.

OS: Windows 7 64-bit
Video: ATI 4890HD
CPU: AMD Phenom II X4 945
Memory: 4GB DDR2

My laptop, running Windows 7 32 bit, runs the game normally and with no issues with the tooltips. It is running with no modifications to the game files.

Edit: The tooltips work fine in XP mode, but obviously this is a bit laggy and less than ideal. If there's any solution to get it working on the Windows 7 side it'd be much appreciated.
