Delay Field - Locations database

Hi

Looking for info on the use of the Delay field wrt the TOE slots 2038 to 2898
i'm seeing 9999 , 0 and a date (eg. 430101) being used
anybody know the reasons behind the different entries?

i thought the date might be the date a toe upgrades to the next toe but i see dates for toe's with no upgrade

9999 TOE not active for current scenario
Date is the date of the activation

but i think thats for normal lcu's in the database not the TOE entries

Normally if there is a date in delay, then there should be value in Upgrade TOE. This is the date that the TOE changes to the new one.

are there any special rules regarding the TOE slots? in original WitP i think they all had to have 9999 in the delay box so's not to appear as units in game.

I think the TOE section is now ignored in-game as the delay date now actually has meaning.
