I cannot unload engineer vehicles?

I have the 1st USN NAVAL CONSTRUCTION BATTALION
That I land with an Amphibious TF of two xAK on Tabiteuea Island in June 1942. It as no port. But I have a message that says “NOT ALL TROOPS AND EQUIPMENT CAN UNLOAD AT THIS LOCATION!

My Engineering Vehicles are staying on board the ship! How can I create a port if I cannot unload my engineering vehicles?


What I’m doing wrong! Help.

Need naval support...because the port level is too low.  for future, always bring a unit with naval support in invasions / very low port sizes.  this problem will go away.

Yeah, look for support units that have Naval Support, I believe allied units are called Port Svc A/B/C/D and such.

Load an engineering unit with these port units into a TF and land them on islands less then port size 1, and work on building a port right away.

Engineers (not vehicles, just engineers) also build ports/airfields/forts, and they can be unloaded at small/non-existent ports.
