how to repair aircraft R&D factories

I am three weeks in the game now and my aircraft R&D factories dont' seem to repaor. What can be the problem? There is plenty of supply in the bases...
What are the tricks to repair aircraft R&D factories?

MAybe someone can suggest a thread on it?

Whether an R&D factory repairs is random. The further away from the arrival date, the less likely the factory is to repair and vice versa. R&D factories do not repair one point per day like production factories.

And they will not repair unless the city containing the factory has 10k supply or more.
