PBEM SCHOCK EVENT NOT WORKING

Hi all

I'm currently playing a PBEM game.
As AXIS player, I invaded Soviet Union on June 9 1941. On June 16 turn Soviets got Shock Event, but the units strenght did not get affected at all.

Now we are playing July 1 1941 and Soviet Union units are still at full strenght, even if at the start of every German turn I got the pop up of the shock event.

What's happening?

I have played many games solo against the computer and the shock event always worked well for the satndard 10 turns.

Please help me as I cant play in this abnormanl situation.
