Hex pop-up delay bug?

Loaded the RtMinsk and did nothing but mouse over hexes.

I tried several different Hex pop-up delay settings.

At 2.0 (and greater), the pop-up itself stays up normally; at < 2.0 it disappears quickly (especially at 1.9).

I think this started with the patch.

After reinstalling; this definitely is a 1.01 problem.
