Kind of theoretical question, but could be useful. If I reduced the TOE % for all my forces, would the excess be put into a pool? Then I could turn on certain individual armies/groups and have them fill to full capacity from the bloated pool. It's possibly gamey, and perhaps not very practical, but theoretically does the game put those now excess elements back in a general pool or do the units stay over their TOE% until attrition brings them down to the selected level? I've looked for the answer to this in several sections in the manual but couldn't really find a definitive answer.

Yes and yes. This is exactly in fact what many of our playtesters on the German side do. Run down toe on quiet sectors of the front and bleed off the excess to reinforce things elsewhere.

I do some of this myself on the Soviet side: adjust the settings to 50% on rear area HQs and feed the manpower elsewhere.

My understanding is that the TOE level only impacts whether replacements will come to the unit. So if you have a 100% unit and set it to 50%, it won't get replacements, but the excess will not go back to the pool. Over time as the unit takes losses the unit's TOE% will fall.

Yep Joel, I've never seen stuff pulled from a unit just because you lower their TOE... It really helps in 42 to focus where replaceements funnel.

Joel, I could have sworn that I've seen HQs get their establishments reduced when their TOE settings are adjusted downwards. I always assumed the excess went back to the pool.

Nope, I was just high.

Checked this a minute ago and they don't reduce if set downwards. On either side. Must have confused this with the manpower I get from disbanding HQs.

If you set a rear area HQ with 50% TOE would that automatically translate to the units under it's command or do you have to manually set the TOE % for each unit?

There is a short cut via the CR. If you select all units attached to an HQ you can adjust their TOE%
