I dropped two Soviet para units during December of 1941 behind the German lines, expecting them to hold some choke points as the winter offensive was moving forward.

However, both units ended up being 0-0 units in "refit" status. I then tried to fly them supplies, no dice. I figured they would get better next turn, as they organized themselves.

Then a German unit retreated into one of them, causing the paras to displace (turned into a partisan). Then during the German movement phase, they just walked a unit up, causing the second one to displace.

Is this how the para rules work? Am I missing something? If so, there is no need to ever use this feature, as they can not "do anything" but get displaced.

Maybe because they are isolated?
If they are isolatd then during your turn, I think you should also open a supply line for your paratroopers in order for them to have staying power.

Agreed. But they should at a minimum be rated 1-0 or such, that way at least they must be attacked before they either retreat, surrender or displace.

I think that this is sort of realistic, if you see it as being abstracted over a 1 week period. If you don't open up a supply route to them within the same weekly turn that they are dropped, then they die, rout or head to the forests as partisans...

More info is required to have more info. But 0-0 looks as "depleted" or "unready" unit. What was the TOE of dropped unit?

Btw, result looks very historical. Most of para-dropped brigades in 1941-42 were ending up as partisans.
