Best use of flares

Just started playing the full campaign and I am wondering...what is the best use of flares?

Is it best to use them above my own troops when the enemy is nearby?

I've tried popping them above areas of suspected enemy when they are distant with mixed results. Sometimes enemy are exposed. Once the enemy started shooting at ME yet I still couldn't see him! I was better off without the flare.
