AI not replenishing pilots

Hi, I am enjoying my inaugural grand campaign in AE playing Allies, including the markedly improved AI opponent. But now in mid-December42, I find that AI is not replacing lost pilots, even though several hundred are shown in each of the time groups of the replacement pipeline. Thus forward deployed Betty squadrons at full strength have a mere 8-10 pilots and so forth. This will make the rest of the campaign much less difficult, so I wanted to pass it along in case this is a correctable.

You can add a save, but generally pilots are pulled into groups as needed.

OK, I was wondering if AI just draws pilots for a mission, then. I had not noticed any lack of air power, just was going through the OBs on each side and wondering why it was so. The torpedo stocks are also zero, but I have been torpedoed plenty in the game by landbased aircraft thus far.
