What's the "Threat Level"?

What's the "Threat Level"? How to use it?

It's a value that I see in the hex pop up once I've toggled Off "Units on map" (i.e. Threat Level 817/0/-817).

I didn't find anything for this value in the manual :(

It is an AI Debug Function. No impact on human players.
