Is there a way to deactivate the assistant rectangle in green color that shows terrain features and icons?

I assume you mean "Tool Tips". Set "Tool Tip Show" to 100000, and "Tool Tip Hide" to 1. These settings are on the "Player Options" page of the Advanced Rules.

Alternate method: Set the Default Options to "Classic Defaults".
