Frozen Minor Axis HQ SUs

I have found that one can transfer SUs from frozen minor Axis Ally HQs (namely the Hungarian and Italian HQs in the Balkans) to active HQs on the Russian front, thereby artificially beefing up the active troops. I suppose the SUs in the frozen HQs are intended to stay there (presumably until they are unfrozen).

You can do that with the Romanians too. Most of the minor allies have limited SUs (maybe excepting again the Romanians and the Finns) and even if they are attached to frontline HQs, big chance is that they'll barely get used.
 
they could make a real difference if some of the SUs could be attached to line divisions, but that is an argument for another thread... [;)]
 
Actually I don't think its gamey to transfer them from frozen units to active ones. After all SUs are essentially reserve/high command attachments that are doled out for particular missions. Thus I believe that they should be transferable.
