Some units of this plane were just formed up. I see that it has no bomb load available ( the number shows as 0 ), but the plane is classified as a fighter-bomber, as all Soviet fighters are.

In the unit window is it listed as trained as fighter or bomber?

Maybe that is the answer.

It is FB for the same reason as Ju 87G is a tactical bomber. Their land attack weapons are AT guns.
