Reorg Soviet Armies/fronts

In a current pbem game, one of my Fronts is overloaded. But when I try to affect one of its armies to a neighboring front, I can't : no HHQ appears on the tab, although I have 50 available APs.
Am I missing something ? Is there another way or am I condemned to keep the fronts loaded with their existing armies?

You probably do not have the APs to do it.

Swapping armies from front to front is incredibly expensive. 50ish APs. You are usually better off swapping the combat units to another army assigned to a different front.
