Lend Lease Vehicles -V103 Beta 1&2

I do not know if this is an issue, but playing 1941 Campaign as Soviets v Axis AI, I have not been getting my regular allotment of lend lease vehicles. The manual 21.5.2 (page 284) states that in 1942 the Soviets get a fixed allotment of 3,000 supply / 1,000 vehicles per turn. In 1943 this increases to 5,000 supply / 3,000 vehicles per turn.

My game is currently at the Feb 25, 1943 turn. Looking back 26 weeks based on the event logs,

1943: 8 turns, missed vehicles once and supply once.
1942: 18 turns, missed vehicles 6 times and supply 3 times.

That is 11 shortages over 26 turns amounting to 9,000 vehicles and 14,000 supply.

Now the supply is not a big deal, but 9,000 vehicles HURTS. That is enough for 3 full mechanized corps.

There is no real pattern, just sometimes it "misses." Soviet production seems fine. All this occurred under V103 Betas 1 & 2, and yes under both.

Is anyone else noticing this?
It is supposed to be EVERY turn, correct?

I will watch for this each turn and see if it is repeatable. Will attach a save if I can isolate.

OK,

Some two weeks later, I finally had this occur again with 1.03 Beta 3. I repeated the turn two more times, and the shortage did not occur in either one. I exited WiTE, then started the program again, ran the turn and it showed up again, so this is really odd. Don't know if this is a display, ie it really is not happening, issue or what.

I have been getting a few "defender holds" combat result when attacking, and the Axis really retreats. (Odds 40+ to 1) If this does not repeat, please let me know and I will do a clean reinstall. Maybe my program got corrupted?

OK, this is kind of crazy, but I was able to recreate this again using the 1.03 Beta 4.

Was running my turn 161 which essentially ended the game. Berlin is mine, and the Axis is down to 79 VP's with no real army left. I was checking the forums, saw your post. Then--->

Exact Sequence

1. I downloaded the save from post 4 above.

2. Loaded the save and ran the turn without exiting the program. The problem did not appear, meaning the 4000 lend lease vehicles were on the logistic report.

3. Reloaded the save again, without exiting the program again, ran the turn again, and the problem did not appear, meaning the 4000 lend lease vehicles were on the logistic report.

4. I then exited the program. I immediately restarted the program. Loaded the save, ran the turn a voila, the problem DID appear, meaning the 4000 lend lease vehicles WERE NOT on the logistic report. (Picture attached)

Scratched my head, this makes no sense to me at all. I seems to appear only after an immediate start of the program. I am done for the day. Tomorrow, if you cannot recreate this, I am going to do a clean reinstall of the program and see what I can discover from that.
