AP's what are they for?

Could someone please explain to me what exactly are administrative points and how do you use them? Thanks

Basically there are several things you can do with them;

For both sides, you can change commanders (to dismiss a commander and pick a new one costs points).

Reassigning units from one formation to another (clicking on higher HQ in the unit or HQ screen will take you to a screen of other HQ's you can attach the unit to and there is a range of points it will cost you to move the unit).

Moving around support units generally cost 1 point each.

Both sides can establish fortification unit in a hex. (Select hex, SHIFT-F)

To disband units, it will cost admin points.

To put units in static mode, you get admin points.

To take units out of static mode, it cost you admin points.

For the Russians, they can establish new support units and also new combat units (in a HQ, hit form on the right side for support units).

The entire section (12) in the rules covers it pretty well.

I use them to change HQ's of units and commanders.Other uses I am not sure.
