subs and japan doctrine

just playing my first or second campaign tries ( again japan ai ) ... no time to play pbem.

i do not understand why japanese subs seems real killers for merchant ship in ae . i owned witp , just play a few hours also against ai with witp , but i remember an option for a japan doctrine for submarine use. ( - use of sub mainly iagainst military ships ) .

someone knowns the reason why this game option ( historical japan doctrine for subs ) not exists with AE ?
