Early Game Allied Deploments, HQs, and Bases

I have lurked from time to time and just started to get more serious about playing the game. Actually bought AE right when it came out, but shelved it until I saw it had been patched a few times.

I don't have the game experience and haven't stumbled onto an answer from reading a couple of threads in the Action Reports forum. I've looked for a discussion in War Room and Main Rooms on this subject.

Trying to take the advice in a couple of ARs of not getting in the habit of doing things you'll get torn apart against a human opponent.

Interested in what you can convey in regards to keeping units with their parent HQs and when and why you change a base to a different HQ. Maybe the question is rather moot as the Allied player so greatly pressed that units end up going where they are most needed despite which HQ they were originally assigned?

Since there isn't true fog of war as experienced Japanese AE players know when I get reinforcements and which HQs they are assigned, being disciplined in deploying all units within an HQ to a discrete area around an HQ would seem to me to effectively yield up a lot to the enemy having to discern force disposition through SigInt and actual detection.

The question(s) are of course for early war when there are insufficient PP to try to shuffle the deck on which units are assigned to what HQs...

There is almost never a need to change a base to a different HQ.

During the first year of the war, the biggest command-assignment challenge for the Allied player is to decide how he should spend his limited Political Points to release "restricted command" air and land units, so you can put them on ships to sail them to wherever they are needed, or to help them escape from wherever they are doomed.

It is more a question of "which HQs do you transfer from . . ?" as long as you transfer *to* an unrestricted HQs. Most game functions that receive HQ bonuses require the unit to be within range of a HQ of the appropriate type, they don't require the unit to be attached to that HQ.
