U-2VS Upgrade

I am on turn 13 of the 1941-45 campaign; 1.03 4 and I can't seem to upgrade the U-2VS to anything, let alone IL-2s; is this WAD?

Please see this thread: someone has posted that they are able to do it with pictures of it happening; maybe this was an older version and you have disabled this possibility in the upgrades?

7. NBAP groups can switch only to U-2 Tactical Bombers

I am running 1.03 beta 5.

U-2VS in NBAP groups can no longer upgrade. However, U-2VS in non-NBAP groups can still upgrade to IL2 or other (and thank God for that!). I am able to do this with units in the Nat Reserve that start with U-2VS. The unit designation is changed by the game after the upgrade, but I believe this is the same unit all the way through, based on assignment, numbers of AC and morale/exp values...
