My bombers repair factories ???

I am using beta 4 in a PBEM and made two bombing runs on the Kharkov T-34 factory in the same turn. The first time the damage was 11%. The second run created 7%. I would assume that the total damage now is 18%, but in fact it is only 7%. Looks like the second run actually reduced the damage. Okay, I used Rumanian bombers - but this looks like a bug to me. The damage should be cumulative.

5) Fixed a bug where city bombing of factories was not correctly adding newly created damage to the existing damage already on the bombed factory.
