No IL-4s being built

This is in a 1942 campaign, playing as Russia version 1.02.

My IL-4 line from the production screen says capacity 21 damaged 0 pool 0 built 0. So for the entire game so far no IL-4s have been built. I check the factories and there are 3 of them, all off-map, producing 7 each.

I haven't upgraded to the betas yet (waiting for things to stabilise) but I haven't seen a fix for this in the release notes, or am I missing something?
