Tooltip in commander's report

Tooltip for CP:

"Differennce between command points and command capacity of HQ"

Also, the text is a bit confusing. Difference between command points and command capacity indicates CP - CC, when that row actually shows CC - CP.

So while fixing the "Differennce" might consider changing to "... between command capacity and command points of HQ". But may be a matter of my own interpretation.
