Why is this unit appearing Inactive?

Why is this unit appearing Inactive?

Set up Unit #1 (slot 3330) to start at Babel. with a withdraw date of 420129.

Set a second identical unit (slot 3339) to appear in Manchuria two weeks after Unit #1 withdraws...Kwantung Army wants their tanks back.

When I start the game Unit #1 is nowhere to be found...except it appears in the Ground Unit Withdraw List with a location of "NA" and a status of Inactive.

Unit #2 appears in the reinforcement que.

Why is Unit #1 starting apparently inactive? Am I overlooking something?

Not sure what is/was happening ...but found a workaround.

Copied 3330...pasted into 3329

Cut 3330... saved.

Unit now appears.
